Keeps saying Downloading Update (100%) and circle keeps spinning

I tried to add port UDP 16660 still no luck

Delete all sub folders in Voobly Mods and re-create the three sub folders. Then enter a game lobby and wait for ALL downloads to complete before clicking anything:

Network Connection Error [Error transferring http://www.voobly.com/gamemods/package/13/1.6 Map Pack/2/gamemod.vpkg - server replied: Forbidden]. Connection errors are typically caused by a temporary server outage, a firewall, or a problem with your internet connection. If it's been a long time since you've connected to Voobly it's recommended that you redownload the client from the website.

Did you create the folders and its sub-folders as described in the self-help article I linked above?

Yes I tried that as well creating the folders, but no files get downloaded into them
