Update: In the hope end this disaster, I purchased the HD Edition from steam instead of using my originals. Worked fine at first.
I followed exactly the instructions under "KB1054 – Clean installation of Aoe2HD with compatibility patch". But when the compatibility patch and Voobly were used, the one minute delay returned.
(Again, renaming age2_x1.exe to something else "cures" the issue. Which is no workaround for multiplayer since Voobly wants to see that exact executable name.)
One more update: If I run Voobly and AoC in a VM on the same box, with Windows XP 32 bit instead of Windows 7/10 32 bit, the delay is gone. So just 32 bit seems not the problem. Again, that's no solution, because the game running in VM scrolls not well enough to play nicely.
