You have to open port UDP 16000 and 16001 in your router. Do the same for each PC in the Nat Traversal (You can find it on settings) in your Voobly client.

Once there, assign each opened port to each pc.

The thing to do here is to PC1 = 16000 and PC2 = 16001.
