ya busque y no hay manera de solucionarlo, el test me sigue saliendo que no he abierto los puertos 16000

Make sure UPnP on your modem is disabeled,

As DNS server put 192.168.1.1,

Makes sure voobly and the game is run as adminsitrators,

Add voobly and game in the exception list of your antivirus,

Follow this guide to set up your firewall: [You must login to view link]

After all restart your pc and modem,

If still will have issues, you should contact your ISP and explain the situation, because from your diagnostic you result in sym. nat, and in that case it's ISP side and we can't do much about it.
