Where can i find the list to see the exact anti cheat policies of voobly to read the key binding rules for mouse and keyboard?

talking about what kind of key bindings for mouse are allowed to be used and what is considered an unfair macro which is against the esports codex

a player said 3 actions per button is the maximum but cant find the exact rule

Not sure where you got that 3 actions thing from, but the normal rule is 1 input = 1 output. So you can e.g. put some keys on your mouse if it has programmable buttons, but each button has to be for 1 action, not for things like B+E=build a house.
Afaik you can get banned from voobly if you use programs like Autohotkey.
