I really do think some countries would have no problem making a team and for those that struggle to get the numbers we could combine them and or even include continents. I mean surely we could even get say 8 teams to start the ball rolling? Maybe have an 8 players per country cap?

On a roster of 8: Minimum 4, with 4 substitutes
Portugal + France + Italy + Belgium = Europe A or other name.
United Kingdom
Germany + Netherlands+ Ireland + Albania= Europa B or other.
then they would play between them, then,whoever wins, could choose any of the players of the losing teams and add them as reinforcements, and so on the other continents that can form competitive teams.
