Here I go, let us test some rules like point deduction in scheduling tournaments with this one.
I have added a line that 50 to 75 points can be deducted from casual ladder if anyone sign ups and fails to schedule or participate.

Rules and settings
All games should be played under VCOM ladder. Other ladders will not be accepted.
In case of fail to play the games,50 to 100 points will be deducted from player's casual ladder as penality. So think before you sign up.
Any kind of use of third party tools or lagging to turn things around will result in disqualification.
Smurfings ad camping will result in certain punishments.
Match settings
Game Patch: 1.4 RC User Patch
Speed: Fast
Starting Age: Standard
Resources: Standard Lock Speed/Teams
Victory: Standard
Reveal Map: Explored
Record Game: Failure to do so will result in disqualification. You will be required to upload records of all games. Games must also be played on the VCOM Tournament Ladder.
Cheats: DISABLED!
All tech: DISABLED!
Dropings
If a player disconnects, the game will be resumed.
If the game cannot be resumed we will try to view the recorded game. If one team was going to win without any doubt they will be awarded the win. If there was no obvious winner then the game will be replayed with the same civilisations and spots.
If the same player constantly disconnects, the team will forfeit and the other team will progress to the next round unless a replacement can be found. The replacement cannot have played for another team
Prizes 16 to 24 players participation
Shields will be put on player's profile to show achievements. 24 to 32 players participation
Apart from shields: +75 point to casual ladder +50 point to casual ladder +25 points to casual ladder 32 or more player participation
Shields + premium sounds good.. adding points seems a bit too much.
If we start to host tournaments more frequently (like weekly or every 2 weeks) then I'd even leave out premium aswell and only give shields. Too many prizes will make it look meaningless.
Also deducting points for not showing up.. don't think thats a good idea, I understand it's hard to plan not knowing whether everyone shows up or not but there can always be emergencies or urgent issues that might keep some people from showing up, punishing them will cause frustration. Those tournaments should be a fun experience only.

We have done 4-5 tournaments till now and probably no one have been given premium because the 32 mark was not crossed. So even if we organise it frequently there are very less chance that 32 mark is crossed. Only few tournies crosses 32 mark so its not a matter to discuss of giving premium as very less are given.

I also thought about it before that 1v1 CBA but after that i think they deserve a point deduction. Let us take example:
One player came late to sign up and i replaced him with other as he was a famous one but he played 1 game and later didnt showed up. He was online regularly and even i talked him when he was online but he didnt played as he didnt wanted. So this kind of attitude can be avoided with this rule.
Another player rated 17++ signed up and after few days when he didnt showed upi talked him and he told how he will play those pros.
So I think that some harsh rule is really needed.
Though its a test in this tourney.
@ At giving points: This was a traditional prize which was vanished for a while and i m just reintroducing it.
So, It depends upon ,you just say what you want in this one but take the point that it will be a test ,if failed we can then remove it.
Theres plenty of people who play archers blood and in a 1v1 set up its been the biggest 1v1 blood tourney in the last 5 years or so. First one i ran had over 70 playing, the last one only had about 20 though. Part of the problem with the last tourney is that alot of the archer players are from different time zones. Now i understand that scheduling means time zones isnt a problem however the infortunate problem that cs tourneys have always generally failed for reasons already mentioned when ran in a sceduled format.
My suggestion would be to to host a 1 day event on a sunday and heavily advertise it. One of the reasons for the success for the first one was its simplicity as a map and few knew it meaning it was fresh along with alot of heavy advertising in the likes of rm and dm which actually meant we had a number of them getting involved.
Regarding prizes im kinda of the opinion that im undecided whether introducing points is a good idea. On the plus side it might attract more players seeing how some are motivated by points. Problem kinda is though that in alot of cases the same people usually place and they usually already have over inflated rates meaning if it became regular as in points for prizes that they could end up with silly rates.
