This is open to discussion of course, and about the lower players, you can either seed them all (it will take you a good amount on time, count at least a half day) or add them randomly, up to you

I would seed the 32 best players and then give the rest random seeds.

When seeding it's impossible to do it entire correct as the rates change daily, but the player 30-->65 are almost correct ratewise, top thirty still open to discussion but I think it will be roughly what it is atm!
