Its only gambling if you don't know if your going to be available to play. Which in turn is very frustrating for players that do want to play, and gives others free rounds with potentially an unfair advantage in the next round (particualarly if they haven't played in the tournament yet) Buy-in competitions for more points would be better though. Since points don't translate to money I don't see any problems in doing that.
Your staff gave me a hard time when I went to sign up, was rude, lied. I filed a complaint, nothing was done. Now the tournament is dead and everyone is winning because of forfeit or no shows.
I resigned just because recorded on michi is a stupid idea. Admin was rude and a liar. Whats the point of winning a michi tournament with no players?

Criticize as you must. The staff responsible for this event have learned from the experience and plan to improve from it. A buy-in clause is already a greater initiative.
