Tier one is going to be for active players. That is those who have played within the last few weeks.
Any top player who has not been active will be in league B along with the next best players.
League C will probably be made up of 'potential' players. Those who can challenge if they play to their best.
It will definitely be ten in league A.
I could see myself making it 20 for the next few leagues down.
