why voobly can't update it automatically? we need to uninstall and install it again and again this is really suck...

It's a legal issue. An auto-updater through Voobly like with other data mods would be distributing copyrighted files without protection. Microsoft would be sueing and shutting that down immediately. With the installer, you need to own the original DLCs on steam which is why they're okay with it.
