you can't create new forum .... but you can edit the it

I want another sub-forum where the red box is in the attached image (in the original post). How do I go about doing this without creating a new forum under that parent forum (University).

hello, someone has the solution to the problem create a forum, every time I try to create one get the following:

Voops! Something bad happened
The server encountered an unrecoverable error, the error message is: 'site error - report an administrator'. Try again soon!
